How far can a person disobey the law until the law force actually does something?

If a person disobey untill the law force do something to the person then what consequences would that person get?
Young Ki we have kind of the same thing, but mine makes a little more sense at least for me... so let's see when Sylvia posts to see if she agrees with my DPD!
