Interpretive question for DRM

When Declaration of the Rights of Man states, "The security of the rights of man and of the citizens requires public military forces. These forces are, therefore, established for the good of all and not for the personal advantage of those whom they shall be intrusted." Does it mean that everyone needs protection from other people, and not to use that protection for themselves but for everyone? If so, are men abusing their liberty; so much so that they need protection from each other?
